There are tons of 'good guys' in 40k. They're just canceled out by bureaucratic inertia and TONS of bad guys. The true grimness of the setting isn't that good people don't exist in most of the factions, it's that what they do doesn't change anything in the setting.

This is the NYC libraries attempting to circumvent certain conservative politicians from preventing people in deeply conservative areas from actually reading what they consider 'subversive' books, thereby possibly changing their opinions. Things are getting really messed up in the US right now.
